Personal housing assistance (APL, ALS, ALF) has undergone several regulatory adjustments since the beginning of 2026. Between a revaluation that was ultimately maintained, new eligibility conditions for certain groups, and a freeze already scheduled for 2027, the budgetary framework is evolving on multiple fronts simultaneously.

Revaluation of APL on October 1, 2026: a legislative turnaround

Article 67 of the draft finance law for 2026 initially provided for a freeze on personal housing assistance. This provision was withdrawn during parliamentary review, with the government opting not to block the amounts.

The assistance has been revalued according to common law, meaning it follows the usual indexing mechanism. The rate applied covers the three benefits (APL, ALF, ALS) and is applicable in mainland France, Corsica, and the overseas departments.

To find information on aidologement.com, the details of the amounts recalculated after this revaluation allow verification of the impact on each individual case with the CAF.

APL freeze announced for 2027: concrete consequences for tenants

The government has announced a freeze on APL for 2027. The principle is the same as that considered and then abandoned for 2026: the scales remain fixed.

A freeze means that the scales will not follow inflation. If the rent reference index (IRL) continues to rise, rents will increase while the assistance remains stable. The out-of-pocket expenses will mechanically increase, and households whose rent reaches the ceiling considered by the CAF will be the first affected.

This outlook coincides with an extension of the waiting times for access to social housing, which increases dependence on existing aid schemes.

Why the 2027 freeze differs from the 2026 situation

The withdrawal of the freeze in 2026 resulted from parliamentary pressure that forced the government to back down. For 2027, the measure is presented openly within the framework of budgetary negotiations. Any potential abandonment will depend on the margins identified during the drafting of the 2027 finance law.

Non-EU students and APL: new conditions since July 2026

Since July 1, 2026, non-EU students (outside the EU, outside the EEA, outside Switzerland) holding a long-stay visa marked “continuation of studies” no longer have access to housing assistance under the same conditions. The determining criterion is now the receipt of a scholarship.

Only students receiving a scholarship based on social criteria remain eligible. This scholarship must be part of the scheme managed by the CROUS or certain specific scholarships from regional councils. Students who were receiving APL without meeting these new conditions have seen their rights interrupted since July 2026.

  • Nationals from the EU, EEA, and Switzerland are not affected by this restriction and retain their rights according to the usual rules.
  • Apprentices under contract remain eligible, regardless of their nationality, provided they meet the standard resource criteria.
  • Students in exchange programs receiving a scholarship from the French government can also maintain their rights.

The CAF processes these cases on an ongoing basis. A student whose rights have been suspended can submit a new application as soon as they obtain an eligible scholarship.

Non-use of housing assistance: a blind spot in the revaluation

The revaluation on October 1 only benefits recipients already registered with the CAF or MSA. It does not address the non-use, which refers to the situation of eligible households not submitting any applications.

Several factors contribute to this phenomenon: lack of knowledge about the scheme, perceived complexity of the online process, unreported changes in circumstances that block processing, or fear of a retroactive audit. A tenant in social housing with a regulated rent should check their eligibility even if their income has slightly increased, as the ceilings are recalculated each year.

The CAF has strengthened its online simulators, but non-use remains a structural problem that revaluations alone do not resolve.

The recalculated amount as of October 1 will appear in the CAF personal space in the following weeks. Recipients do not need to take any action: the increase is applied automatically.

  • In case of a change in circumstances (roommate, moving, change in rent), the file must be updated promptly to avoid overpayment.
  • Young workers leaving their parents’ tax household must report this change, as it alters the calculation of the resources taken into account.

The Housing Account 2025, published by the SDES in September 2026, confirms that public housing assistance has generally increased in 2025. The revaluation of 2026 continues this trajectory, but the freeze planned for 2027 would mark a clear break with this trend.
